The Challenge

Evaluation is a key learning tool for the European Union to understand not only what works and what does not, but critically why, and under what circumstances. Evaluations generate knowledge and produce evidence which they use to improve the way they engage with their partners and enhance the impact of our development co-operation

ECFDC, an internationally operating company with headquarters in Amsterdam, the Netherlands, was contracted to undertake the final evaluation of the Education Enhancement Project. ECFDC required an education specialist to complete the evaluation team.

The two-member evaluation team was required to make an independent assessment with regard to the performance of the project and its components, particularly the effectiveness, efficiency, and impact of the projects to date. In additions, the evaluation proposes practical recommendations for follow-up actions.

More specifically, having planned and implemented our evidence-gathering activities, we

  1. Assessed the impact of any constraints that might have affected the timely access to resources; and
  2. Provided recommendations to improve the implementation of future EU-supported programmes in St. Lucia.

A debriefing session was held with key stakeholders to present our findings and answer questions arising from our presentation.
