The Challenge

Cambridge Education, a US-based supplier of consulting services, won a competitive bid to provide technical assistance to the National Education Inspectorate (NEI). The NEI is Jamaica’s national quality assurance authority. Its mandate is to assess the standards attained by the students in Jamaica’s primary and secondary schools at key points in their education, and to report on how well they perform or improve, as they progress through their school and learning life; and to make recommendations to support improvement in the quality of the provision and outcomes for all learners.

Faced with an extremely tight schedule, Cambridge required the services of a local counterpart to help implement this mission-critical consultancy.

The Solution

The UK-based team engaged Howard Campbell (HC) in the role of “Professional Lead — ICT”. During the 9-month consultancy, HC:

  1. Provided strategic advice to the project team as requested;
  2. Participated in meetings, conference calls, and workshops with the project team and/or the beneficiary;
  3. Assisted in the development and review of project deliverables as requested;
  4. Assisted in the development of the training and support plans;
  5. Developed training materials to support the end-user training and software implementation;
  6. Delivered training; and
  7. Provided post-implementation support via weekly on-site ‘clinics’.
